Quick Facts. The Strategic Petroleum Reserve is a U.S. Government complex of four sites with deep underground storage caverns created in salt domes along the Texas and Louisiana Gulf Coasts. The caverns have a capacity of 727 million barrels and store emergency supplies of crude oil owned by the U.S. Government. The Strategic Petroleum Reserve is an emergency stockpile of oil. The U.S. Department of Energy stores it for use in a crisis. The SPR was created in 1973 in response to the OPEC oil embargo. Some in Congress question whether it is still necessary. The United States has the world's largest reported Strategic Petroleum Reserve with a total capacity of 727 million barrels. If completely filled, the U.S. SPR could theoretically replace about 60 days of oil imports. Strategic Petroleum Reserve caverns range in size from 6 to 35 million barrels in capacity; a typical cavern holds 10 million barrels and is cylindrical in shape with a diameter of 200 feet and a height of 2,000 feet.
